Deryn Rees

Professional Background

Deryn graduated from Oxford University (Exeter College) in Modern Languages.  She qualified as a Chartered Accountant with Deloittes, London, and worked for four years for the Fountainhead Commodities Group in Geneva before moving into law.  After training with Morgan Cole, Cardiff, she moved to Eversheds as an associate in 2001 and to M&A as a partner in 2007.

Area of Practice

Deryn has acted for the public and the private sector on a large variety of commercial schemes (including PFI / PPP schemes) in the following sectors: health, police authority, fire authority, residential care services, waste handling, recycling and disposal services, central government (MOD), highways infrastructure provision and highways maintenance services, university and school accommodation, urban regeneration and leisure facilities.

In terms of relevant sector experience, Deryn acted as lead commercial adviser to West Sussex County Council in relation to perhaps one of the first schemes in the country to take advantage of local authority Prudential Borrowing powers under a long term PFI-structured contract.  This £70-£80m scheme involved the reprovision of the council’s entire stock of residential care facilities across the county by a joint venture comprising a housing association and building contractor.

Deryn has also advised a number of housing associations on tenders for residential care schemes (including PFI schemes), such as Shaw Homes Housing Association and Somer Housing Association.

Deryn also has considerable experience in the waste sector. She was one of the two main legal support advisers to West Sussex County Council in relation to their Waste Handling and Recycling Contract, possibly the first dedicated recycling scheme to be completed under the PFI, involving the outsourcing of waste management and recycling services under a 25 year contract.
